Abstract

Brazil is one of the world's largest markets for children's cosmetics and there is a great interest from children in beauty products, which draws the attention of parents and health authorities regarding their safety. Since 2018, children's makeup is exempt from registration in Brazil and although they are usually associated to adults, they are also widely marketed to children, so they can be seen as toys. In this case the term “toy makeup” is used. Children have more permeable, thin and immature skin, which makes them more vulnerable and early use is harmful to their health, increasing the incidence of allergies, skin irritations and intoxication by ingestion. The present work carries out a review of the literature about children's makeup, emphasizing the regulatory aspects, the safety assessment, the standards of use and its quality control. Science Direct, Pubmed, Google Scholar and Springer databases were used and a total of 49 references were selected. Children should only use children's products and makeup that comes with toys should not be applied to the skin. The formulation components that most trigger allergic reactions are preservatives, fragrances and metals, and quality control related to the presence of metals in makeup is an active area of research and regulatory activity. On average, 62% of children up to 12 years old have already used makeup (beginning at 4 years old) and the main reason (75%) was the child's own will. The most used product is nail polish (52%), followed by lipstick (45%) and the least used is eyeliner (11%). There are current Brazilian laws regarding children's makeup and there is a difference not only in the concept of “makeup” and “toy”, but also in the regulatory requirements to which they are subject to.
