The present paper aims to fill a gap in the national academic production, analyzing, through a bibliographical-documentary methodology, the Brazilian propositions that aim at the creation of lifetime positions for ex-Presidents of the Republic in the model of multiple flows of Kingdon, as well as comparing them with the models of the Italian (senatori a la vita) and French (conseiller constitutionnel) positions. It is concluded, in addition to the distance between the national and foreign proposals, that the proposed amendments to the Brazilian constitution in question were not approved because there was no junction of the political flow with the flows of solutions and problems, with the opening only of problem windows during the twentieth century. For future research, the hypothesis that such a mismatch can be attributed to the absence of concrete power attributed to the positions that was intended to be created is highlighted.
